This seminar presents a climate affairs approach to understanding the effects of El Niño-Southern Oscillation (ENSO) on natural and human systems, which in turn impact global health. Climate affairs is a multidisciplinary systems-based perspective that focuses on 5 principle components: 1) Climate Science; 2) Climate Impacts on Ecosystems and Society; 3) Climate Economics; 4) Climate Politics, Policy and Law; and 5) Climate Ethics and Equity. From a climate affairs perspective, understanding the effects of ENSO requires a baseline comprehension of the following, but not limited to the ENSO cycle, its dynamics and phases, teleconnections and impacts on marine and terrestrial ecosystems, impacts on societal sectors, economic costs of ENSO, policy responses to ENSO, and issues of social and climate justice linked to impacts and interactions. In the context of human health, climate affairs provides a checklist from which to examine the “multiple pathways” in which the phases of ENSO can influence disease morbidity and mortality. The application of this approach to understanding ENSO and cholera relationships is discussed followed by an exploration of health implications in South Korea from the El Niño forecasted for 2014-15.
